Programmatic and Full Funnel Advertising Partnership
Travel Lane County, the destination management and marketing organization representing the Eugene, Cascades & Coast region, invites proposals from qualified vendors to develop and execute a comprehensive full‑funnel digital media strategy. This scope should cover a full funnel approach focusing on increasing reach and destination consideration to potential visitors. Approach may include leveraging elements such as programmatic display, online video, CTV/OTT, native advertising, retargeting, and other performance‑driven digital channels to reach and inspire potential visitors to travel to the Eugene, Cascades & Coast destination.

Travel Lane County has a CRM list of around 16,000 interested potential visitors that have signed up for trip ideas in a monthly email format. These are users who have opted into receiving these messages from us. If this group makes sense for a targeting strategy, please do feel free to add it in your recommendation!

Paid social is something that Travel Lane County manages separately from this RFP. If there is a strategy that might need to tie-in to paid social, please do add it as a recommendation, though paid social is not something Travel Lane County is interested in as a primary strategy in this scope.

Sponsored content is the primary format that Travel Lane County has been leveraging with native advertising, but please recommend any format or a similar strategy in that lower funnel conversion format.

Travel Lane County does not have specific requirements for how budget within this scope should be split within geography, however the primary markets of Portland, Seattle, Medford, Bend, Sacramento, San Francisco and Los Angeles should be considered (these markets are the destination's top visitor origin markets per the data Travel Lane County has access to).

Events also play a large part in the destination draw and in encouraging cross-county visitation. As part of Travel Lane County's always-on strategy, in addition to the seasonal needs that we have (which are primarily winter and the edges of the shoulder seasons) a core focus of this work is layering on an evergreen always-on media strategy to reach potential visitors in our funnel showing intent to travel.

There are no specific requirements around response length or format as long as the proposal requirements are met!

Current programmatic work is done through Google's DV360. There will be no migration expectation from a current programmatic platform.

The selected vendor would potentially integrate with Zartico, but is not required. Other data includes current audience information (but not audience partnership data) from programmatic, social and SEM channels.

The anticipated contract term for this programmatic RFP is a single year - July 2026 to June 2027. The $200,000 is the all-in ceiling for the total contract.

The selected vendor will receive finished creative assets from Travel Lane County - the $200,000 in this RFP is not intended for any creative.
